Cyclic Region Displays Incorrect Behavior

I used a cyclic region to reduce computational expense of an axisymmetric transient thermal model, as shown below (the high region is the corresponding four faces on the other side).

However, in the results, I can see that the behavior is clearly not behaving in an axisymmetric manner. The boundary condition is distributed evenly along the lower face, so it is not reasonable that the temperature should be higher near the faces of the symmetry.

What is causing this behavior based on my setup?

Thank you!
