How to put elastic support in 2d static structural domain?

I want to simulate the behaviour of an elastic cylinder which is placed in the wake zone of an upstream cylinder. I design this domain in 2d. I can fixed the upstream cylinder but i can't put elastic support in case of downstream cylinder.
