You can combine several step sources with the delay options in it to form this waveform. For example, in the first step source, set its delay = 1e-9s, bias = 0, amplitude = 1; then in the second step source, set its delay = 2e-9s, bias = 1, amplitude = 1, so on and so forth. Then use a SUM element to combine the sources together.
