License error when trying to run an HFSS simulation

Using Ansys Electromagnetics Suite 2019 R3, user can open the software and load his files, but when it goes to run the simulation, he gets this on his end:

  HFSSDesign1 (DrivenModal)

    [error] Failover feature 'HFSS solver' specified in license preferences is not available. Request name hfss_solve does not exist in the licensing pool. No such feature exists. Feature:      hfss_solve License path:  1055@ANSYSLM.CS.WRIGHT.EDU; FlexNet Licensing error:-5,147 For further information, refer to the FlexNet Licensing documentation, available at (4:17:23 PM  Apr 30, 2021)

    [error] Simulation was terminated by license error. (4:17:23 PM  Apr 30, 2021)

On the server, these errors show up:

9:35:08 (ansyslmd) UNSUPPORTED: "hfss_desktop" (PORT_AT_HOST_PLUS  ) ecsroot@amrl02  (No such feature exists. (-5,346:104 "Connection reset by peer"))

9:35:41 (ansyslmd) UNSUPPORTED: "hfss_gui" (PORT_AT_HOST_PLUS  ) ecsroot@amrl02  (No such feature exists. (-5,346))

10:21:35 (ansyslmd) UNSUPPORTED: "hfss_solve" (PORT_AT_HOST_PLUS  )  [3872] (No such feature exists. (-5,346))

Obviously, these errors happen because these features aren't listed in the license file. So my question is, why aren't they? If they are necessary to actually run a simulation, shouldn't they exist in the license file. This particular user has been using HFSS for a few years now, but I checked our old license files back to 2019, and these features are in any of the old ones, either, but it was working just fine.
