Up to latest ANSYS 2020 R1, stopping ANSYS Licensing Interconnect in license manager on license server will disable licensing for ANSYS Fluids/Structures products. 


ANSYS Enterprise Licensing Guid (PDF) can be found in https://ansys13.ansys.com/release2020R1/ENTERPRISELICENSING_2020R1_WINX64.zip. For your network environment, below line may need to be added in ansyslmd.ini file on license server, and restart ANSYS License Manager (suggest to upgrade to latest 2020 R1) and restart ANSYS license manager: 


ANSYSLI_EXTERNAL_IP=xxx.xxx.xxx.xxx


ANSYSLI_FNP_IP_ENV=1


I don't see any official information about when ANSYS licensing will stop using the ANSYSLI. Releases in 2020 (R1 and R2) seems to be transitional. Assuming releases in 2021 may use ANSYS common licensing, instead of ANSYS LI.
