So the flaw was as follows: The simulation with powerlaw was done with transient formualtion 1. order upwind. which has numerical diffusion that causes the momentum to diffuse, thats is why the vortex do not appear.
Carreau simulation uses 2. order upwind. When both are done woth 2nd order, both will show vortex.
