You may want to check this post: https://forum.ansys.com/forums/topic/error-contact/. The model I created is very similar to yours. The difference is my rebars are modeled using beam elements, my mesh is more regular, and they are bonded through EREINF command. Using this method can greatly improve your mesh and thus reduce your simulation time.
