After you re-install the software, did you check the timestamp that it's a new error or it's just the old one ?
Did you reboot the machine after reinstalling the software ?
Try this command
move "%appdata%ansys" "%appdata%ansys.old"
in CMD Prompt.
If none helps, post the screenshot of files under %temp%.ansys folder
