The best advice I can give is to use mesh order, and overlap the geometry as required. Similar materials with the same mesh order can overlap, when two materials with different order overlap the lower mesh order object will be meshed.
Additionally to more accurately mesh curved structures I would understand how mesh refinement works in FDTD.
