The simulation region should not be changed arbitrarily, as the HEAT boundary is set to be the same as FDTD, for one period. Your result is correct as the volume is small but the heat source does not change so the temperature will increase for sure.
If you do not apply a specific boundary in HEAT, it is insulated so the temperature will increase when the volume becomes small.
