Open ANSYS Help and go to the Mechanical APDL section. In the Advanced Analysis Guide, Chapter 4 is Initial State.
There is a Command INISTATE, which can set the state of all elements to a stress value.
In a two step analysis, step 1 enforces the displacements from the cloud point data, then step 2 zeros out the stress.
