I think it is normal since to retain all pretension, it (rebar) would need to be embedded in something infinitely stiff. You can try that on a simple model , so two extreme cases where a beam is fixed at both ends and we apply a pretension (all of the pretension is obtained here), and in there other case where it is free, and then it will not have any of the pretension of course.

You can also try the above in your model also where you change the Young's modulus of the concrete in which the rebar is embedded in. So as you lower it (Young's mod.), the amount of pretension lost/lowered is increased and the other way around (so extreme cases is: retain all your pretension, it (rebar) would need to be embedded in something infinitely stiff).
