Try the following:
Close All ANSYS Aqpplications.
Open Windows file explorer and type in the following in the addres line:
%APPDATA%\Ansys
This should take you to
C:\Users\\AppData\Roaming\Ansys
There will be a directory named:
v221 (for 2022 R1)
rename this to v221.old
now try to restart
If this doesn't work, there will be a directory named WorkbenchLogs
under %TEMP%
Check the log files in there for errors.
