If you provide the velocity magnitude to be constant at the inlet so plug flow then it is the value used to get the mass flow rate. Then it starts develpoing boundary layers (as you have no-slip condition at walls) so the centeline velocity will be higher than that value but the mass flow rate through a cross section will be the same.
