Both SpaceClaim and Discovery are able to import CAD Parameters from a CAD plugin.
You must start from the Workbench Project Page, attach to Active CAD Geometry then Edit in SpaceClaim (or Discovery).
In SpaceClaim the feature is Block Recording. Discovery it is called History Tracking, but function is same.

I suggest starting with a simple CAD Parameter part with a few parameters to confirm the operation.
In my example, I have a simple parameter with DS in the CAD Parameter name.
If CAD parameters are detected, SpaceClaim will automatically display the Block Recording Panel.
