I'm glad my first suggestion provided some resolution. About your boundary conditions, yes you should also set that to moving wall. Just make sure that your angular speed is set to 0 rad/s if you're using "Relative to adjacent cell zone" formulation. Otherwise, you can use 40rad/s with "absolute" formulation.
