The output from a physical uniaxial tensile test is the Engineering Stress-Strain curve of the material under test.
The input to a simulation of that material is the True Stress-Strain curve computed from the Engineering Stress-Strain curve provided by the physical test.
Do you already have the Engineering Stress-Strain curve for the material? Why do you want to simulate a uniaxial tensile test? What output do you want to obtain from the simulation?
A static structural analysis is usually performed where End Time is set to 1 second, which represents when 100% of the load is applied, but any End Time can be used. It doesn't matter what speed is used in a physical test, so long as it is slow enough that there are no significant inertia forces.
