Ok, I think you are at the limit of how I can help. My suggest course would be:

 

  1. Uninstall. Restart the computer. Reinstall & make sure your antivirus software is turned off (yep, sometimes that is necessary). And if you are going to reinstall, you may as well upgrade.
  2. Contact your IT team at school or work. They might know a way to identify what is blocking it from running.
