I do not believe this is a licensing issue, however if you want to switch where your license exists, You can have your License Administrator or Ansys Support Coordinator rehost the license key to another machine. You can also reach out to your ANSYS Account Manager.
The Error in the pic you posted look to be prerequiites missing or incompatible: You can also search the form for
EVP_KDF_ctrl
