While installing did the user run setup.exe as admin?
Clear the cache of the Fluent application by renaming the Ansys folder to Ansys.old (type in windows search bar %appdata% or C:\Users\username\AppData\Roaming\Ansys), rename .cfx and fluent.conf folder(C:/Users/username) and relaunch the application.
Can you please check if any antivirus/ security software is blocking the Ansys application?
