This issue was NOT resolved in 2023 R2. I have upgraded and opened up a database with results in 2023 R2 and the problem was still present.
The workaround that that was mentioned previously about double clicking, typing the number, and hitting Enter does work.
Also, the environment variable that you mentioned also mostly works but ONLY for 2023R2. It does not work for 2022R2. I do not ever see a cursor but The font color of the numbers changes from black to grey and when you type numbers, they indeed display as you type. As I type numbers in 2023 with this approach, the model rotates as well and the keyboard number pad behaves as if numlock is off while typing numbers for the legend.
