Thank you for the reply! Using RHEL 9 did turn out to be the issue, and we were indeed missing redhat-lsb-core (not originally available for RHEL 9).
Thankfully, redhat-lsb-core is now available through fedora: https://packages.fedoraproject.org/pkgs/redhat-lsb/redhat-lsb-core/
Installing lsb-core and relaunching the license manager from the admin account fixed the issues we were having!
