So I tried your commands 

C:Program FilesANSYS IncShared FilesLicensingwinx64ansysli_util” -checkout aa_r_cfd

Result: 
aa_r_cfd CHECKOUT FAILED

“C:Program FilesANSYS IncShared FilesLicensingwinx64ansysli_util” -checkout FLUENT_SOLVER

Fluent_solver CHECKOUT FAILED

But when I check the license server status it says license manger is running.
