The decimal symbol can be governed from local settings
Start Menu > Search for “Region and Language Settings” > Additional date, time, & regional settings > Region: Change date, time, or number formats > Formats: Additional Settings > Decimal Symbol.
The operator used here will dictate what symbol you have to use in DL, to specify a decimal.
Can you please check this setting at your end and make necessary changes as per your priority. i hope it helps.
