Can you cross check if the user launched Discovery SpaceClaim and not the standalone SpaceClaim?
Secondly, right click on Discovery SpaceClaim desktop icon and select Properties. Under Target field, check if /UseLicenseMode=true is mentioned at the end of the path. The complete path should look like below. If this option is not present, add it and try launching Discovery SpaceClaim.
