Case 1:
Once you assign licenses to any user, those licenses along with their activation ids will get displayed on user's account page. You can then activate the required license using manual activation method through command prompt. You can find the details about manual activation at this link.
Case 2:
The administrator of the account can check the list of users on the Administration page of his account and can find the users who don't have any subscriptions (0 subscriptions) assigned. See below snapshot.
