I guess your question is related to Ansys Spaceclaim. If so, go to File menu and open SpaceClaim Options. Go to Advanced section, and enable the option "Enable constraint based sketching". See below snapshot. Then click Ok, close SpaceClaim and reopen. You should now see the Sketch tab.
