There are several things that we would have to check. Can you please give more information?
Are you getting any error while opening the step file?
Is it with all the step files, or is it specific to the file you are trying to open?
Make sure that the product and CAD configuration is done correctly, check this documentation to understand it better. Make sure that you have installed SpaceClaim with admin privileges.
