Sorry, I should have been more specific. I did everything as if to place the balloon. Create a component > create a drawing > create the BOM > place the balloon > set the flag note. Once you've done all that, you can delete the BOM, the note, and the component from the main model structure tree. Close the drawing sheet, but do not delete it. Save that as your template. It should work. Mine still creates oblong balloons today.
