You will need to set the Licensing mode to Subscription/Named user during installation.
Although, you can change this by launching the Discovery Licensing mode manager from the Start Menu> Ansys 2021 R2 with "Run as Admin" option.Then select the "Subscription" option and click Save. (refer image)
Also, I see no subscriptions assigned to this email id, can you please check if licenses were assigned to you by the Admin?

I have located the above, and set it to subscription, with the scope set to Current user.
Unfortunately it still cannot see the license once launched.
The licenses were assigned by the admin, does this need checked again? Where would he assign these?
