Ansys ICEM-CFD Critical Issue

Hello,
I am currently experiencing a critical issue when trying to run the Ansys 2023R2 ICEM-CFD program. We keep seeing an error stating, "OPENSSL_Uplink(00007FFD5A6A1820,08): no OPENSSL_Applink" the error is attached. Further, we have tried a complete uninstall and re-install and we have also tried on brand new machines. We consistently get this error for this version.
Interestingly, we have the Ansys 2020R2 ICEM-CFD version installed and we can launch this version with absolutely no issues. We have not tried versions from other years, only 2020 and 2023.
