any possibility for reasonable mesh? skewness < 0.6

hey gents,
I've spent a couple of days trying to create desirable mesh but without any success. I've tried this (attached pic). Inflation layers have to be in inner and outer diameters because it is a simulation of airflow around pipes.
Do some experienced guys mind helping with any idea of what to try, please?
