Applying torque to the nut of threaded bolt keeping to achieve clamping force

Hi To achieve the initial clamping force I have to tighten the nut on the threaded bolt in the bolted joint. For this purpose I want to directly apply the tightening torque on the nut keeping the bolt as fixed.
Is it possible by any method?
