Can Icepak model “half water half air” ?

Dear All,
As shown above, a sealed-up enclosure, lower 2/3 internal volume is water, and upper 1/3 internal volume is air. Heat source block is in water. Solution is diverged. But if internal volume is totally water, solution can converge.
Could anyone tell me why?
