I believe you want to draw an extra edge on the circumference as shown by the red line in that figure. You can draw the shape on that surface and then use the Combine or Split tools to cut the body or surface as needed.
Below, I did this for a simple part which had a circle initially but I drew another concentric circle around it, pull the edge of the circle through the thickness and then used the combine tool to get 2 bodies.
