Which license are you referring to specifically?
Is your installation of Discovery Ultimate licensed through a floating enterprise license or should it be running off a subscription?-

SubscriberBrian Bueno It is a floating Discovery enterprise license. When I open Discovery Ultimate, it is pulling the Mechanical Enterprise license.

Are you using the latest version of Discovery (2019 R2)?

SubscriberBrian Bueno No I am using 2019 R1. Why would that make a difference which license it is using? I verified in the license preferences that the Discovery Ultimate Enterprise license is above the Mechanical Enterprise License.

In your license preferences, please also move Discovery Ultimate Enterprise to the top of the PrepPost tab. That should resolve the issue.
