Does ANSYS license server accept user authenticated proxies?

  I am trying to find the cause I cannot connect to ANSYS license server.
  
  First, I tried to connect to "https://ansys-fno.flexnetoperations.com/" getting the error message "Error 403 - forbidden".
  
  Then I took this messge to our system team, and they told me that "it seems that ANSYS license server does not accept connections from user authenticated proxies". Is this so?

  ANSYSライセンスサーバーに接続できない状況を弊社のシステム部門に問い合わせたところ，エラーメッセージの内容から「ANSYSのライセンスサーバーは認証を伴うプロキシからの接続をサポートしていない可能性がある」と言われました。
  
  本当でしょうか？
