We had a 1-task license for ANSYS High-Freq solvers (HFSS, SIwave and others). Recently we've upgraded it to a 5-task license. Meanwhile the license server PC (windows 7) was crashed, and we've restored it, and upgraded it to windows 10. The IP address an mac id remains the same. However, we can't point to the license server remotely from other machines. But the software runs locally in the PC that works as the server. Please advise.

Since it works locally, I'm assuming the License Manager is up and serving licenses fine.
For other machines using AnsysEM products to communicate with license server , it requires 2 TCP ports to open. One is default to be 1055 but the other is dynamics (meaning it keeps changing each time you restart the process) . On the license server machine, you can try adding Windows firewall exception to the executables: lmgrd.exe, and ansyslmd.exe in (default) C:Program FilesANSYS IncShared FilesLicensingwinx64
