It seems like a problem with your WorkBench environment variables.
- Close all your WorkBench sessions.
- Search for %appdata% in your start menu of your Windows (hoping you are getting this on Windows).
- Open the folder ANSYS and locate the folder corresponding to the release there (say v190 or v191).
- Rename this folder to v190_old (say) and try to open another session of WorkBench.
Please let us know what you find.
