Extracting edges to new plane

I want to project the inner circumference of the cylinder shown below as a line for constraining an edge of a new sketch on the Y-Z plane. Currently, I'm unable to do so. Can someone help me out to understand the issue?
Create another sketch on the same plane as dia of inner circle.
Then right click and use insert sketch instance.
In details use 90 degrees as shown below.
