The borrow link on the left hand side in your first snapshot above is supposed to work similar to the Borrow function similar to what you could do with the below panel in Client ANSLIC_ADMIN Utility 2020 R2 . Unfortunately, at my end I am getting an error message for 2021 R1 for the same. I have requested our installation & licensing team to look into the same. In the meantime can you please share a snapshot with me what error or message you see when you click on that "Borrow" link available in the Ansys Client Licensing Settings 2021 R1 App.

I am attaching a video, it tells me that there is no license to borrow, but it is not true as no one is using the license

I have received a response from Licensing team that it could be a VPN issue which might require some investigation. Since this is Ansys LM issue and not a product issue, they have suggested you to log a Support Request through Ansys Customer Portal using your partner account. Our licensing team can provide you support through that.
