Full convection boundary conditions allow you to specify a heat transfer coefficient as well as an ambient temperature.
Convection boundary conditions only allow you to specify a heat transfer coefficient and they will use the global ambient temperature as the reference temperature.
This may be useful if you have different regions of your model with different ambient temperatures and/or different heat transfer coefficients.
