Not CFX specific but there are multiple approaches for forcing flow transition. You can use artificial roughness, vortex generators, jet blowing and a few other techniques to modify the nature of the flow. most of these require a modification to the geometry, in your case, where the grit is.

I was told to look into the specified intermittency for transitional turbulence. Apparently you can use CEL expressions to set the transition point but I'm not sure what they would be. I will look at altering the geometry if that doesn't work though.
