SubscriberThis is sweepable geometry. You can confirm that by right mouse click on mesh and select Show Sweepable Bodies.
Apply a Method to to solid and set it to Sweep. On the Details window, select a Source Face, which is the outside face. You can select how many elements through the wall thickness.
Then right mouse click on the Sweep and select Inflate this method. Pick the circular edge of the transverse hole. That will put smaller elements around the hole.

Thanks for you're reply. When i try to inflate I'm getting the error (The meshing failed due to quality checks. The mesh does not meet the specified Shape Checking constraints specified. Please look at the mesh quality and adjust meshing options or mesh sizes to obtain a better quality mesh, or relax the shape checks.)

Try reducing the default element size in the Mesh Details window.
How does the mesh look if you suppress the inflation?

SubscriberThe element size is still too large and the number of division on the sweep is too large.
