How to set inlet pressure and circumferential velocity together in fluent?

Researching on a certain pipe flow, and the inlet pressure and outlet pressure are given. At the same time, rotates the inlet air flow by a specific device. Could anyone tell me how to set the inlet pressure and circumferential velocity in fluent?

Inlet pressure and velocity at same BC is bit overestimation. You can just set the direction of the flow + pressure inlet or the velocity and then iterates towards the pressure inlet given. Can you add more details about the device supposed to swirl the air flow at inlet? Is it fan?

Actually´╝îI'm researching on the flow between the rotor and stator of a gas turbine. Now I'm focusing on the preswirl, which is the ratio between gas tangential velocity and rotor peripheral velocity at the entrance. Just like the firgure shows, flow enters the system at the stator midplane into the inlet plenum. Then the flow passes through a preswirl ring and enters the preswirl plenum with tangential flow velocity.

So you know the flow rate and direction?
