I have installed Ansys 2022 R without error, but when I try to install the license manager, I get an error, and as you can see in the attached picture, neither the license manager install nor Ansys Fluent works. I read the license manager guide, but I cannot figure out how I can fix the error.

Is this machine the license manager? Do you have a License file that is to be insalled on this machine?
What is the contents of the *.err files located under c:\program files\Ansys Inc\

Yes, It is the License manager. Is this the folder with the name ANSISLICMAN? The below picture is the Error log:

The folder name is: Program files\Ansys Inc\

Is there anything else listed in the file? any error? or is that picture all that is in the file?
What is contained in the following file:
c:\program files\Ansys Inc\shared files\licensing\license.log

There are four log files (install and installconfig logs) in my Ansys Inc folder; how can I share them with you. The below pictures are the Ansys Inc & licencing folders:

Rub through the following:

Run the ANSYS License Management Center

To open the ANSYS License Management Center:

Windows:
Click Start>All Programs>ANSYS, Inc. License Manager>ANSYS License Management Center

Once the License Management Center is open:
Click on "Gather Diagnostic Information"
Choose Save to File
This will create a zip file in the browser's download directory.
It will display the filename in the window.
