License Manager and Launcher not communicating, cannot register for Ansys account

I am having difficulties getting the Lumerical launcher to communicate properly with the FlexLM – each time I try to launch Lumerical I get the following message:

The license manager is indeed running, and I have confirmed this locally. The license manager version is Lumerical FlexLM v1.15.2540 for Windows, and the Lumerical release I am using is Lumerical 2021 R2.5 for Windows (64 bit), both obtained from https://www.lumerical.com/downloads/customer/.

I was previously given this link: https://forum.ansys.com/index.php?p=/categories/photonicst/support-registration-instructions/43938 to register for premium support, but that link is now broken.

I am attempting to follow the steps outlined at https://forum.ansys.com/discussion/25175/lumerical-support-registration-instructions to register for Lumerical support. At the bottom there is a link to the following page: https://forum.ansys.com/discussion/26867/accessing-lumerical-technical-support#latest which prompts a visit to the Ansys customer portal, and asks me to make an Ansys account.

To continue making an ANSYS account, I need an Account Number (Customer Number). According to the help page found at https://www.ansys.com/support/retrieving-your-customer-number, the Account Number should be in the license file, however the format of the license file I have is different from that on the website – specifically the folder C:\Program Files\ANSYS Inc\Shared Files\Licensing is empty, and instead I have the following files: start.lic and LUMERICL.opt, located in C:\Program Files\Lumerical\Lumerical-FlexLM\licenses\LUMERICL.

I tried what I thought was my account number, but I receive the following message upon submitting the registration form:
Clicking on the “login page” link just brings me back to the original form at the customer portal. I am unable to proceed further as it seems like there is a loop.
Any help with any of these issues would be much appreciated.

Try to configure Lumerical to obtain the license from your server using the "Default Port" - do not specify port 8095 on the license configuration. For support for commercial license users is provided by Lumerical not Ansys. See this page to register for Lumerical support using your Lumerical user account which you used to download the installation package from Lumerical customer downloads page. Otherwise, if you have not registered with Lumerical please do so here. This do not require an Ansys customer number. Hope this helps.
