Which license is the user trying to use - named user (subscription) or floating? If it's the former, then please have him set the license option as Subcription from the Licensing Mode Manager.
If the license is floating type, then the sever details specified seem to be incorrect. Go to WIndows start menu and run Client ANSLIC_ADMIN Utility in admin mode. Then click "Specify License Server Machine". Keep the 2 port numbers as default (and 2355 and 1055). Then go to Hostname 1 and specify the server name on which the license file is hosted.
