SubscriberDesign 1: circle/annulus with a radius of 2mm
design 2: circle/annulus with a radius of 1mm
I want to pass from the design1 to the design2 using fluent

Ansys EmployeeIf I understand correctly, you want to change geometry dimension. You can define this dimension as parameter in Design Modeler or SpaceClaim.
Please do following steps.
Please use workbench.
Create geometry in Design Modeler.
Define geometry parameter for desired dimension.
Mesh using WB Meshing.
Then solve it in Fluent.
Now on workbench project page, you can change parameter value and just update the system by right click. This will update all cells.

SubscriberI want to change in a dynamic way the dimension. I would like to have expansion and shrinking of the circle as a loop. I want to set a time and see the motion from design 1 to design 2 and then again design 1.

Ansys EmployeeThere are many macros. You may want to check following one example.
#include "udf.h"
DEFINE_GEOM(parabola, domain, dt, position)
{
/* set y = -x^2 + x + 1 */
position[1] = - position[0]*position[0] + position[0] + 1;
}
