Good Day!
We can change the position of fluid volume from one location to another location. we use dynamic mesh approach for this. But your requirement is not changing the position, it's altogether changing the shape of the domain which is not possible. You can move the inner circular surface to much closer but it can not be collide and form a solid cylinder.
For dynamic meshing, we have many tutorials in our youtube channel. Please go through the following links for few examples.
